Can you install a metal roof on top of shingles?

It would be nice to be able to avoid the need for removing old materials, and simply put new ones over top. Technically, this was an option before the new building codes came about. However, now that they are in place, most of those new codes only allow for two layers or less of building materials. So in many cases, though a homeowner could potentially get away with simply covering over the old roofing materials without needing to do a complete tear-off, it would still be extremely important to check before construction begins in order to have the correct price quote. How much more expensive is a metal roof?

This is a question that can have a wide range of answers to it, due to the various materials and construction costs involved.
